Regulatory Expert Witness – Energy and Utility Consulting  

Atrium Economics is a management consulting firm focused on North American energy industry specializing in utility regulation, financial advisory services, clean energy transition and clean tech commercialization, asset and infrastructure optimization, and litigation support. Formed in 2020 by industry experts with decades of experience, Atrium Economics is growing quickly and looking for a motivated consultant candidate to join the team and contribute to a wide variety of consulting engagements.

The ideal candidate will possess wide-ranging industry experience understand the transitions occurring to the energy industry due to changes in technology, regulation and market constructs. Our ideal candidate will contribute to Atrium Economics by engaging with clients and delivering practical advice and measurable improvements that empower value creation across regulated utilities and unregulated enterprises.

The candidate will help develop long-term project and business advisory relationships with a wide range of investor-owned and public power utilities, natural gas pipeline companies, and other market participants (e.g., developers, marketers, law firms, financial institutions, commercial and industrial customers, and asset developers and owners).

This individual will be responsible for all phases of consulting engagements, including origination, scoping, development and delivery, quality control, expert reports/testimony/presentations, and client satisfaction. Areas of expertise should include electric and natural gas ratemaking and related regulatory matters, regulatory reform, innovative ratemaking solutions, dynamic pricing, gas and power supply, and resource and supply evaluations.

 

Responsibilities: 

  • Provide expert testimony on regulatory issues for energy and utility clients filing rate cases before state public utility commissions  

  • Identify, analyze, and solve complex ratemaking and regulatory problems presented by energy and utility clients

  • Develop business and originate projects work working directly with Atrium’s marketing and proposal team

  • Prepare and oversee the development of cost of service studies, cost allocation analysis, and rate design modeling and analysis for gas and electric utilities across North America

  • Create written reports and analyses on regulatory matters for Atrium’s clients

  • Provide project management and oversight for consulting engagements

Requirements:

  • Bachelor’s Degree required, ideally in Economics, Math, Finance, Statistics, or Engineering

  • Master’s Degree in Business, Economics or Policy a plus

  • 15-20 years’ experience in rate design and cost of service studies, either at a consulting firm, at a utility, or at a public utilities commission 

  • 5 years’ experience writing and providing expert witness testimony for utility rate cases 

  • Strong knowledge of utility regulatory policies and practices, tariffs, rate cases and filings 

  • Experience with revenue requirements and cost of capital 

  • Willingness to travel to client sites as needed, typically throughout the US and Canada 

  • Very strong communication and presentation skills
