Cyndee Fang Director
Cyndee Fang is an experienced industry leader with over 20 years of expertise in utility cost of service and rate design. She has a proven track record of developing and implementing innovative rate design proposals and has extensive experience in the utility regulatory process. Throughout her career, Cyndee has represented her company’s interests as a witness in over 30 regulatory cases and has testified before regulatory commissions in more than 15 hearings. Her ability to develop collaborative working relationships with diverse parties has been a key factor in her success.
Cyndee’s professional journey began at the Minnesota Department of Commerce, where she served as a Public Utilities Rates Analyst from 2003 to 2006. In this role, she developed the department’s position on energy policy matters and presented before the Minnesota Public Utilities Commission. She also played a significant role in implementing Minnesota’s Renewable Energy Objective, including establishing the Minnesota Renewable Energy Tracking System and reviewing utility filings for compliance.
In 2006, Cyndee joined San Diego Gas and Electric (SDG&E), where she held various positions over the next 15 years.
In 2021, Cyndee joined NorthWestern Energy as the Director of Regulatory Affairs for Montana. She was later promoted to Vice President – Regulatory, overseeing the company’s regulatory activities in Montana, South Dakota, and Nebraska. In this role, she developed and executed a regulatory strategy to advance a more constructive regulatory framework, established an in-house cost of service and rate design team, and led the strategy for Montana rate reviews.
Cyndee’s educational background includes all the coursework for a Ph.D. in Applied Economics from the University of Minnesota, and a B.S. in Political Economics of Natural Resources from the University of California, Berkeley. Her extensive experience and understanding of the utility regulatory process, combined with her ability to engage others to conceive, create, and execute practical solutions to challenging problems, make her a valuable asset to Atrium Economics.
