Svetlana Atoyan Senior Consultant
Ms. Atoyan is an accounting, finance, and regulatory expert with over fourteen years of experience in the utility industry. She possesses an in-depth understanding of the principles and practices of the utility business environment and regulations. She holds wide-ranging expertise in the ratemaking process, including capital asset management and policy, cost of service, class cost allocation, rate design, regulatory policy, rulemaking, rate cases, and other regulatory matters. Ms. Atoyan has testified before the Commission in Colorado and consulted numerous regulatory filings advising on financial, regulatory, and strategic policy matters. She has an expert knowledge of designing and developing utility cost of service system models for the regulatory filings and various financial data analyses and has designed and built cost of service models. Prior to joining Atrium Ms. Atoyan was the Regulatory and Finance Manager for Black Hills Energy and a Principal Rate Analyst at Xcel Energy. Ms. Atoyan’s office location is Tampa, FL.
