Beilen Nesbitt
Senior Consultant
Ms. Beilen Nesbitt is an accomplished utility rates and regulatory specialist with more than a decade of experience spanning the gas and electric industries. She has led the development and implementation of comprehensive regulatory filings, rate design strategies, and revenue analysis for major utilities, including New Mexico Gas Company, Public Service Company of New Mexico, and Texas-New Mexico Power.
At New Mexico Gas Company, Ms. Nesbitt served as Manager of Regulatory Rates, Rate Design & Analysis, where she established a new rates department and directed the preparation of rate cases, tariff updates, and acquisition filings before the New Mexico Public Regulation Commission (NMPRC). She designed and implemented weather normalization and customer usage forecasting processes to support long-term financial and operational planning, while also developing a centralized enterprise database integrating customer key customer information to improve decision-making across departments. Ms. Nesbitt also guided the creation and implementation of equitable rate structures and policy updates, including line extension policy revisions and regulatory filings that secured cost recovery for key infrastructure projects.
Earlier in her career, Ms. Nesbitt served as Project Manager of Cost of Service at TXNM (formerly PNM Resources), where she prepared and supported regulatory filings before state and federal regulatory bodies, including the NMPRC, Public Utility Commission of Texas (PUCT), and Federal Energy Regulatory Commission (FERC). Her expertise includes cost-of-service studies, formula rate development, renewable energy rider updates, and grid modernization filings. She also contributed to major proceedings such as PNM’s Integrated Resource Plans, rate change applications, and securitization cases under New Mexico’s Energy Transition Act.
Ms. Nesbitt brings a unique blend of technical, financial, and strategic insight, having worked across functions in treasury, accounting, investor relations, and regulatory affairs. She has led cross-functional teams through billing system upgrades, rate implementation and testing, and audit processes, ensuring compliance, accuracy, and operational efficiency. A dedicated mentor and communicator, Ms. Nesbitt has developed internal training programs to expand organizational knowledge of rate design, utility regulation, and financial modeling.
Throughout her career, Ms. Nesbitt has contributed to dozens of regulatory filings and proceedings, supported expert testimony, and provided policy guidance shaping the evolving energy landscape in New Mexico and beyond. Her professional interests include regulatory innovation, equitable rate design, and leveraging data systems to strengthen transparency and accountability in the utility sector.
