Samantha Johnson Managing Consultant

Ms. Johnson is a regulatory and utility expert with over a decade of experience in revenue requirements, FERC formula rates, stakeholder engagement, and regulatory policy for gas and electric utilities. Prior to joining Atrium Economics, she served as Director of Regulatory at Black Hills Energy, where she led the development and implementation of complex regulatory filings and strategies across multiple jurisdictions.

Ms. Johnson has supported numerous rate case filings as an expert witness and has worked extensively with regulators, utility staff, and public stakeholders to support balanced outcomes. Her expertise includes cost allocation, financial modeling, regulatory planning, and project management. She is known for her collaborative approach and ability to align internal teams and external stakeholders around thoughtful, data-driven regulatory strategies.

Ms. Johnson holds a Master’s degree in Engineering Management from the South Dakota School of Mines & Technology and a Bachelor’s degree in Accounting and Management from Black Hills State University. Her home office location is Rapid City, South Dakota.
