Ian MacDougall

Senior Consultant

Ian MacDougall is a seasoned utility regulatory strategist and pricing analyst with nearly 20 years of experience advising electric, natural gas, water, and wastewater utilities across the United States. He specializes in rate design, cost of service analysis, and regulatory strategy, with a proven track record of helping utilities navigate complex regulatory environments and achieve favorable outcomes.

Ian has extensive experience designing innovative rate structures, conducting lead-lag studies, and providing expert testimony in rate proceedings. His work spans multiple jurisdictions, where he has supported utilities in securing millions of dollars in cost recovery and advancing forward-looking initiatives such as electric vehicle (EV) rate design, energy efficiency programs, formula ratemaking, and renewable energy tariffs.

Prior to his consulting work, Ian held senior regulatory and pricing roles at Tampa Electric (TECO) and Baltimore Gas and Electric (BGE), where he led major initiatives including fuel cost recovery filings, solar project cost recovery, and advanced metering infrastructure (AMI) program support. He also managed complex regulatory filings, coached witnesses for testimony, and advised executive leadership on high-impact regulatory issues.

Ian is known for translating complex financial and regulatory concepts into clear, actionable strategies for both technical and non-technical stakeholders. In addition to his client work, he has trained analysts and presented at industry conferences, contributing to the development of best practices in utility ratemaking and regulatory policy.

He holds a B.S. in Finance from the University of Maryland, College Park.
