Ms. Harris is an energy economist and regulatory senior consultant with experience spanning utility consulting, federal energy regulation, and state utility commission proceedings. She has specialized expertise in rate design, cost of service, return on equity, revenue requirement analysis, regulatory strategy, and utility policy development. Throughout her career, she has authored expert witness testimony, managed large-scale regulatory and infrastructure initiatives, developed complex financial and economic models, and advised clients and regulators on critical energy and utility matters. Her experience includes electric utility rate cases, transmission and tariff regulation, infrastructure finance, EV charging economics, and stakeholder engagement. She is recognized for translating complex economic and regulatory issues into practical recommendations for clients, commissions, policymakers, and industry stakeholders.

At Deloitte, Ms. Harris led financial and regulatory analyses supporting a multi-billion-dollar state energy infrastructure loan and grant program. She directed rulemaking activities, drafted regulatory language, and managed responses to more than 160 public comments across regulatory dockets to facilitate compliance with statutory requirements. Additionally, she advised clients on project finance, regulatory strategy, and infrastructure investment matters while providing leadership and mentorship to analysts and consultants. She developed dynamic financial models evaluating long-term funding strategies for energy programs, including scenario analyses and executive-level presentations of financial outcomes. Ms. Harris also performed multi-state utility rate research, quantified customer bill impacts associated with energy policies, evaluated the financial viability of EV charging infrastructure investments, and conducted market analyses supporting infrastructure and energy-sector business development initiatives.
